Initial Rules when the game started 7/21/2024.

Rule Guidelines

100. Obey The Rules  - All players must always abide by all the rules then in effect, in the form in which they are then in effect, and interpreted in accordance with currently existing game custom.

101. Permissibility Of The Unprohibited - Whatever is not explicitly prohibited or regulated by a rule is permitted and unregulated, with the sole exception of changing the rules, which is permitted only when a rule or set of rules explicitly or implicitly permits it.

102. Resolving Conflicts - If two or more rules conflict with one another then the rule with the lowest effective ordinal number takes precedence.

Players

110. Players - A Player is any person who has a game website account. A Player must use their commonly known real name. The Admin may choose to approve or reject a website registration to maintain the security of the game and privacy of the players.

111. Active Players - A Player is considered ACTIVE if that Player has posted a Proposal in the Proposal Room at least once and has either voted or made a post to one of the areas listed in the Post Office in the 14 consecutive days before a required or voluntary involvement. All other players are INACTIVE.

112. Quorum - Quorum is defined to be 50% of the ACTIVE Players, rounded down, plus one.

Scoring

120. New Players Have Nothing - All players begin with 0 points. Points may not be gained, lost, or traded except as explicitly stated in the rules.

121. Updating the Game Room - When a Player's score requires adjustment, the Game Room must be updated along with a comment of those adjustments where appropriate.

Winning

130. Required Number Of Points To Win - The winner is the first player to achieve a score of exactly 100 points after all Hidden Rules are revealed.

131. Winning By Paradox - A Player may make a Call For Judgment (CFJ) in the Court Room  claiming that:

  1. The rules are changed so that further play is impossible, or
  2. The legality of some action cannot be determined with finality, or
  3. Some action appears equally legal and illegal.

If the Judge AGREES and the judgment is not overturned, then the player who made the CFJ is declared the winner of the game. This rule takes precedence over every other rule for determining the winner of the game.

Proposals

140. Proposals - A Proposal must create, repeal, or amend one rule.

141. Proposal States - Proposals can either be PENDINGILLEGALENACTED, WITHDRAWN, or FAILED. When a Proposal is first posted, it is considered PENDING.

142. Making Proposals - To make a Proposal, the player must Post a New Proposal a Proposal to the Proposal Room giving it a unique Proposal Number that must appear in the title of the Proposal. The Proposal numbers shall begin with 301 with each subsequent Proposal assigned the next successive integer.

143. ILLEGAL Proposals - A Proposal shall be ILLEGAL if it is not posted according to the rules, its posting leads to that Player having more than 10 Proposals pending, or that Player already has at least 2 Proposals posted within the last 24 hours.

144. Enacting Proposals - Only PENDING Proposals may be voted on. Any Player may mark the oldest or second oldest PENDING Proposal as ENACTED when all of the requirements for one of the following conditions exist:
    Condition 1:
        1. The Proposal has been open for voting for at least 24 hours
        2. The Proposal's FOR votes exceed or equal Quorum
    Condition 2:
        1. All ACTIVE Players have voted FOR the proposal

145. Rejecting Proposals - If the oldest PENDING Proposal has enough AGAINST votes that it could not be ENACTED or if it has been posted for more than the Prescribed Voting Period (PVP) and the requirements for Enacting Proposals has not been met, then any Player may mark that Proposal as FAILED.

146. Updating the Rules - When a Player marks a Proposal as ENACTED, they must update the Library.

147. When Proposals Take Effect - An ENACTED Proposal takes effect at the moment that the Prescribed Voting Period (PVP) ends or a Player marks the proposal as ENACTED.

Voting

150. The Prescribed Voting Period - The Prescribed Voting Period (PVP) on a Proposal is 5 days, starting from the time that the Proposal is posted in the Proposal Room.

151. Voting - Only PENDING Proposals may be voted on.

152. Voting Options - Any ACTIVE Player may cast one vote regarding a PENDING Proposal in the Proposal Room during the Prescribed Voting Period (PVP) by declaring their vote in the comments of that Proposal. Valid votes are FOR, AGAINST, and ABSTAIN, which must be the first entered word of their comment. Players who do not vote within the PVP shall be deemed to have abstained.

Judging

160. Call For Judgment - Any player who has a question or complaint about any matter concerning the rules and their interpretation may Post a Call for Judgment in the Court Room.

161. Numbering Call For Judgments - The player who makes a Call For Judgement (CFJ) shall give it a unique CFJ Number for reference. The CFJ numbers shall begin with 901 with each CFJ subsequent CFJ assigned the next successive integer.

162. Selecting A Judge - When a Call For Judgment (CFJ) has been posted or a new Judge is otherwise needed, the Judge selected will be the ACTIVE Player who has been in the game the least amount of time and has not previously refused appointment for this CFJ.

163. Accepting Judge Appointment - The Player selected must ACCEPT or REFUSE the appointment by posting a comment to the Call For Judgment within 5 days or they REFUSE by default. If a selected player REFUSES appointment, then another Judge will be selected.

164. Delivering Judgment - Having accepted the appointment, a Judge has 7 days in which to post an official Judgment as a comment to the Call For Judgment.

165. Judgments Must Accord With The Rules - All Judgments must be in accordance with all the rules then in effect. When the rules are silent, inconsistent, or unclear on the statement in question, however, then the Judge shall consider currently existing game custom and the spirit of the game in reaching a decision.

166. Possible Judgments - The only Judgments possible are AGREE, DISAGREE, or UNDECIDED.

167. Overturning Judgments - Within 7 days following the posting of a Judgment of AGREE or DISAGREE, any Player may Post a New Proposal in the Proposal Room that the Judgment be overruled and changed to UNDECIDED. If that Proposal is ENACTED, then the Judgment is overruled.

Hidden Rules

200. Revealing Hidden Rules - There are a set number of unchanging Hidden Rules established at the beginning of the game. A Hidden Rule does not exist until triggered, at which time it is revealed and immediately takes effect. The author of the Hidden Rules cannot trigger a Hidden Rule nor participate in such a way that a Hidden Rule gives them an unfair advantage.

Game Customs

Game Customs are not rules and should never be treated as such.

The Nomic game state is maintainable by all website users. Every Player has the ability to edit the Library and Game Room, post to the Proposal Room, Lobby, and Court Room, and participate in discussions in the Living Room.

Any player can make a Point of Order in the Lobby to make an announcement, call attention to an issue, correct a minor mistake, or otherwise inform the other players in the game without initiating a formal Call for Judgment.

The title of a proposal should be made in this way: Proposal xx: New Rule: Name of New Rule, or Proposal xx: Amend Rule x, where xx is the Proposal number and x is the number of the rule it impacts.

The player who marks a proposal ENACTED should also record it in the Library and make a comment for that Proposal stating such.

When a player updates the Game Room (adjusts score, notes an attribute, etc.), that player should indicate in the notes column the edits performed including addition/subtraction math in reference to scores and any rules that they are using to justify their edit.
